LAA, VCL launch Ground Rent payment through M-PESA Platform

The Land Administration Authority (LAA) and Vodacom Lesotho (VCL) will launch the Ground Rent payment through the M-Pesa platform on Tuesday 9th July 2019 at VCL Boardroom at 11:00am respectively. Through this partnership customers are provided with the flexibility and convenience to pay for Ground rent anywhere at any time.

In launching this, the two agencies commit to serving customers better by laying a foundation that provides positive customer experience. They agree to create customer value and putting customers first that will generate longer lasting relationships with the customer.

This collaboration is in line with the Authority’s core objectives of being customer-centric. By using M-pesa customers will enjoy the convenience of paying with ease and timeliness.

Active Vodacom subscribers can pay their Ground rent through M-pesa *111# platform.

What is ground rent? Ground rent is an annual fee paid by a leaseholder for the use and occupation of the land parcel. Each land parcel has its own individual ground rent written on the lease of a plot.

Who should pay ground rent? Every leaseholder should pay Ground rent on the second residential plot and all the commercial plots.

Why should I pay ground rent? According to Land Act 2010 section 77 “there shall be payable ground rent in respect of a lease, unless, a lessee is exempted from such ground rent as the Minister may, by notice published in the gazette, determine”. Ground rent assists LAA to render services in a more timely and transparent manner to many Basotho. Ground rent is not paid on a primary site in which a leaseholder resides on. However, the lease holder must come to LAA offices to apply for exemption from paying Ground rent on that site, the application is for free.

  2. Select M-pesa
  3. Select M-pesa services
  4. Select Payments
  5. Select LAA
  6. Enter Lease number e.g 12345-001
  7. Select Make payment
  8. Select Pay outstanding amount or Pay own amount
  9. Confirm name and Lease number
  10. Enter your M-pesa 4 digit pin
