Job Scope:

The officer has overall responsibility for LAA financial management, information systems and administrative functions.

Supervises: Finance Manager, Information Systems Manager, Administration Manager

Specific Duties and Responsibilities:

  • Provide advice to the Director General and other authorities as appropriate on LAA financial management
  • Provide advice to the Director General and other authorities as appropriate on LAA information systems
  • Provide advice to the Director General and other authorities as appropriate on LAA administration
  • Develop and oversee the implementation of policies, procedures and standards for LAA financial management, including:
    • Preparation of annual budgets and cash flow projections
    • Recording of financial transactions
    • Monitoring of expenditure against budget
    • Preparation of routine and special financial reports
    • Conducting routine and special internal audits
  • Oversee and coordinate preparation for external audits
  • Develop and oversee the implementation of policies, procedures and standards to ensure:
    • Proper accountability throughout LAA
    • Efficient and fully functional information systems
    • Fair and fully transparent procurement
    • Proper use and maintenance of LAA assets, including buildings, office equipment and vehicles
    • Proper receipt and issue of LAA stores
  • Provide such regular reports and briefings for the Director General as he/she may require
  • Keep abreast of local and international developments in the fields of finance, information systems and administration
