Job Scope:
The officer has overall responsibility for LAA financial management, information systems and administrative functions.
Supervises: Finance Manager, Information Systems Manager, Administration Manager
Specific Duties and Responsibilities:
- Provide advice to the Director General and other authorities as appropriate on LAA financial management
- Provide advice to the Director General and other authorities as appropriate on LAA information systems
- Provide advice to the Director General and other authorities as appropriate on LAA administration
- Develop and oversee the implementation of policies, procedures and standards for LAA financial management, including:
- Preparation of annual budgets and cash flow projections
- Recording of financial transactions
- Monitoring of expenditure against budget
- Preparation of routine and special financial reports
- Conducting routine and special internal audits
- Oversee and coordinate preparation for external audits
- Develop and oversee the implementation of policies, procedures and standards to ensure:
- Proper accountability throughout LAA
- Efficient and fully functional information systems
- Fair and fully transparent procurement
- Proper use and maintenance of LAA assets, including buildings, office equipment and vehicles
- Proper receipt and issue of LAA stores
- Provide such regular reports and briefings for the Director General as he/she may require
- Keep abreast of local and international developments in the fields of finance, information systems and administration
