Job Scope:
The officer has overall responsibility for issuance, execution and disposition of leases and fulfilling the functions of Commissioner of Lands, in accordance with the LAA Act and Land Act.
Supervises: Valuation Services Manager, Lease Services Manager
Specific Duties and Responsibilities:
- Provide advice to the Director General and other authorities as appropriate on issuance of leases
- Provide advice to the Director General and other authorities as appropriate on execution of leases
- Provide advice to the Director General and other authorities as appropriate on disposition of leases
- Develop and oversee the implementation of policies, procedures and standards for lease administration and management, including:
- Preparation and execution of leases, consents and other documents in accordance with the Land Act
- Recording of leases, lease dispositions and related land titles and encumbrances
- Issuing notices for and collection of ground rents and other fees in relation to the granting and disposition of leases
- Preparing regular operational, management and other reports as required for effective lease administration and management
- Plan and oversee implementation of work programs for the Lease Services Division
- Develop and/or oversee the preparation of official notices, publications, directives and guidelines as required for effective lease administration and management
- Execute the functions of Commissioner of Lands professionally and as stipulated in the Land Act
- Liaise and work with other agencies, bodies and persons as appropriate to ensure that leasehold tenure and lease management conform with relevant policies and laws
- Provide such regular reports and briefings for the Director General as he/she may require
- Keep abreast of local and international developments in the fields of land administration and management
