Request for proposal for billing, receipting and accounts receivables system

1.The Land Administration Authority (LAA) is an autonomous Government Agency established on 15 June 2010 by the Land Administration Authority Act 2010.

2.Finance, Billing and Valuation Division of LAA is charged with the function of collecting ground rent. Currently, the Division uses Sage ACCPAC 300 ERP for processing of financial transactions. However, there is a gap for managing ground rent calculations, billing and payments and debtors.

3.The Authority invites proposals for the supply and installation of Billing, Receipting and Accounts Receivables System. More details of the service are provided in the Request for Proposal Document, obtainable at LAA Headquarters at a cost of M500.00.

5.The service provider will be selected in accordance with the current LAA Procurement Regulations and Procedures and the criteria as described in the RFP.

6.Submission of Proposals

Deadline for submission

Bids must be received by LAA not later than 28-Aug-2015 12:00 noon at LAA Premises, Lerotholi Road Next to Radio Lesotho, Maseru.

Late Proposals

The Authority shall not consider any proposal that arrives after the deadline for submission of proposals.

Opening of bids

Bids will be opened on 28-Aug-2015 15:00. This will be a public opening.
